Founded on September 21, 1891, with the #6 Law publication, the initially denominated Pernambuco Finance Secretariat had the objective of disciplining the State revenue and expenditure. The building filled the painter Cícero Dias eyes. The Pernambuco modernist artist, who lived in Paris at that time and was on vacation in his hometown Recife, decided to give Pernambuco the first abstract murals in Latin America and chose the new Secretariat building, famous for having Le Corbusier architectural lines, to have eight painted panels.
